About the Professional Capability Grant (PCG)

Learners applying under a charity organisation ("Participants") may be eligible for subsidies under the Professional Capability Grant (PCG), administered by the National Council of Social Service (NCSS), subject to NCSS's prevailing funding criteria.

Participants must fulfil these funding eligibility criteria:

  • Applicants must be staff members or volunteers of an NCSS member agency and/or MSF-funded agency (the "Organisation").

  • Applicant’s official designation or volunteering roles must be related to the training content of the course.

  • Achieve at least 75% attendance throughout the course duration.

  • Applicants with Employment Pass/S Pass/Work Permit holders: Applicants holding Employment Pass (EP), S Pass (SP), or Work Permit (WP) must have at least one year of remaining EP/SP/WP validity at the point of application.

These are the subsidies available for Participants under this grant:

  • Approximately 30% of full course fees

Skillseed shall not be responsible for changes to funding policies or grant quantum determined by NCSS.

As part of the funding application process, Skillseed is required to submit eligible Participant information through the TPGateway system. Participants will therefore be required to provide information including, but not limited to:

  • Identification Number (NRIC/EP/WP/SP)

  • Designation within the Organisation

  • Organisation UEN

  • Any other information required for funding verification.

Once we are informed of the Participant’s eligible grant amount, we will invoice the Organisation less the pre-approved PCG funding amount.

Professional Capability Grant (PCG) Funding Terms & Conditions

Organisations and Participants are responsible for ensuring that all information submitted for funding purposes is complete, accurate and truthful.

Approval of PCG funding is subject to the assessment and final approval of NCSS. Submission of Participant information to Skillseed or through the TPGateway system does not constitute or guarantee funding approval.

The Organisation shall remain liable for any portion of the course fees that cannot be claimed from NCSS for any reason, including but not limited to:

a. The Participant or Organisation does not meet the prevailing PCG funding eligibility criteria;

b. Inaccurate, incomplete or misleading information is provided by the Participant or Organisation;

c. The Participant fails to meet the minimum attendance requirement or any other course completion requirements;

d. The Participant withdraws from the course after the course commencement date;

e. The Organisation withdraws the Participant after the course commencement date;

f. The Participant defers the course;

g. The Participant resigns from the Organisation before fulfilling the funding requirements, where this affects funding eligibility;

h. The funding claim is rejected, reduced or clawed back by NCSS for reasons attributable to the Participant or Organisation.

Where any funding claim is subsequently rejected, reduced or recovered by the funding agency, Skillseed reserves the right to invoice the Organisation for the outstanding amount, which shall become immediately payable in accordance with the payment terms stated in the invoice.
